Can AI Make Finance Fairer?

AI is reshaping how financial institutions assess risk, extend credit, and design products for underserved populations worldwide.

For decades, financial inclusion has been framed as a policy challenge. Governments mostly expanded public banking. Regulators nudged lenders to serve rural and low-income customers. Microfinance institutions filled some gaps. Yet, billions of people still operate outside formal financial systems. The problem at the base of it – a lack of information.

Traditional finance relies on formal signals: payslips, tax returns, property titles, long credit histories. Large parts of the global workforce have none of these. Informal employment, irregular incomes and cash-based transactions make people invisible to conventional risk models. As a result, exclusion became rationalized as prudence. 

An Information Problem

Artificial intelligence is beginning to change that equation by redefining what counts as evidence.

At its core, financial inclusion is an information problem disguised as a distribution problem. Who can be assessed, priced and served at scale? AI systems excel at extracting patterns from messy, high-dimensional data. That capability is proving decisive in contexts where structured financial records are thin or nonexistent.

One of the most significant shifts has been the rise of alternative credit scoring. Instead of relying solely on credit bureau data, AI models incorporate nontraditional signals: mobile phone usage, transaction histories from digital wallets, utility payments, e-commerce behavior, even patterns in device metadata. Individually, these signals say little. Taken together, they can paint a statistically meaningful picture of repayment capacity and financial behavior.

This matters because exclusion is often binary in legacy systems. Without a score, there is no loan. AI-driven scoring allows lenders to move from exclusion to probabilistic assessment. Risk becomes a distribution.

Micro-lending platforms illustrate this shift clearly. Many fintech lenders now use machine learning models to underwrite small loans within minutes, often without human intervention. Loan sizes start small, pricing reflects uncertainty and limits adjust dynamically as borrowers build digital repayment histories. For first-time borrowers, access itself becomes the asset.

The economic impact extends beyond credit. Insurance products, savings tools and payment services increasingly rely on similar models. AI enables granular segmentation of customers who were previously treated as homogeneous or unbankable. That segmentation allows products to be priced sustainably rather than subsidized indefinitely.

For financial institutions, inclusion driven by AI is primarily a need for market expansion. Underserved populations represent future demand, not marginal customers. Digital-first banks and fintechs recognize this more readily than incumbents weighed down by legacy systems and compliance architectures built for a narrower clientele.

However, the strategic implications go beyond growth. AI changes the operating economics of inclusion. Manual underwriting and field-based verification do not scale cheaply. Algorithmic decision-making does. Once models are trained and data pipelines established, marginal costs fall sharply. This allows lenders to profitably serve customers at ticket sizes that were previously uneconomic.

That said, inclusion through AI raises new risks that business leaders cannot ignore. Data quality is uneven. Bias can be encoded inadvertently when historical patterns reflect structural inequality. Models trained on proxy variables may replicate exclusion under a different guise. Transparency is also harder when decisions are driven by complex models rather than simple rules.

Regulators are beginning to grapple with these issues. Explainability, auditability and consumer protection are becoming central to AI governance in finance. For institutions, this creates both constraints and opportunities. Firms that invest early in responsible AI frameworks will be better positioned as scrutiny intensifies. 

A Matter of Trust

There is also a strategic tension between speed and trust. Rapid credit decisions are attractive, but financial relationships are built over time. AI should augment, not replace, human judgment in customer engagement, grievance redressal and product design. Inclusion is sustained when customers understand and trust the systems that serve them.

From a management perspective, AI for financial inclusion sits at the intersection of strategy, technology and ethics. Leaders must decide how aggressively to pursue alternative data, how to balance model performance with fairness and how to align innovation with regulatory expectations. These are decisions that shape the brand, its reputation and long-term viability. Technology does not automatically democratize access: it expands the feasible set of business models. Whether inclusion actually improves depends on incentives, governance and design choices.

AI is giving finance the tools to see populations it previously ignored. The question now is whether institutions will use that vision to build enduring relationships or merely extract short-term value. The answer will define the next chapter of inclusive growth.
